本校水岸電梯之研究

title: 本校水岸電梯之研究 abstract: 政治大學水岸電梯建設主要目的是以藝文中心為接駁原點,建構大學城計畫中的水岸絲路,連結山上、山下校區交通,促進兩個校區的交通便利性。然而,此一建設卻引起校內、校外不同意見的廣泛討論,其主要的爭議可分為經費來源與實用價值兩部分。本研究採使用者問卷調查及深度訪談等方式,收束各方建議。研究結論顯示,社區民眾對於水岸電梯的關注度較低,但期望水岸電梯能夠帶動社區發展。多數教職員瞭解水岸電梯設置的大方向,但對全面資訊仍不夠清楚,以致出現如建設費用誇大的錯誤資訊。有一半以上的學生未曾搭乘過水岸電梯,多數學生不曉得水岸電梯完工的時間,並對於水岸電梯成為政大地標、觀光與交通功能抱持中立態度。本研究建議學校讓使用者可在試營運期間免費搭乘,爾後再斟酌收費制度。學校也應該努力將水岸電梯形塑成與政大關聯性高,且具有歷史性象徵性的建設,使公眾認同水岸電梯所帶來的不僅是便利性,更是美好社區的指標。
The Riverfront Lift is located at the Art and Culture Center at National Chengchi University (NCCU). The Lift, as part of the so-called “Riverside Silk Road” in the long-term campus plan, was built for ease of the transportation between the uphill and downhill campus regions. The construction project of the Lift, however, has arisen many controversies among users inside and outside the campus. The main dispute focuses on the source of funding and practical values of the Lift. This research project attempts to collect opinions among the various users through students’ pencil-and-paper surveys, the faculty members and staffs, and community leaders’ in-depth interviews. Results reveal that although the local community pays little attention to the construction itself, still hopes that the Lift will enhance the prosperity of the community in some way. Most faculty and staff members seem to have known vaguely about the purpose of this construction but reveal a lack of enough and correct information, such as an exaggeration on the expenses of the construction was widely spread on campus. In addition, the majority of the students has not taken the Lift by the time of survey conducted and was not aware of the date of the construction completion. Most of them take a neutral stance on the potential values and contributions of the Lift. Based on the results, in a short term perspective, researchers suggest, the University consider to allow users to take the Lift for free during the trial period, and then to assess the feasibility of the lift service charge and its related policy. The longer view is the University should create a shared vision to its stakeholders that the Lift is not only about bringing traffic convenience but also a historic and symbolic landmark of NCCU.

title: 本校成立財務處可行性之研究 abstract: 由於當前政府財政吃緊,補助高教資源逐年減少,而且教育部有意推動國立大學法人化,因此未來國立大學在財務、人事管理之自主權將擴大,國立大學對於校務基金財務管理之職責勢將加重。近年來,國內頂尖大學中,台灣大學及成功大學已率先成立財務(管理)處,加上國外如美國許多大學校務基金之經營績效亦甚為出色。值此之際,政大確有必要考量成立財務處之可能,故擬藉由本研究提出本校財務管理單位之合理設置,及可行性分析,供作本校推動提升財務管理績效之實務參考。本研究首先普查國內大專院校中已成立財務處之公私立大學,並蒐集整理國內已成立財務處之公私立大學財務單位組織概況,並至該校進行深入訪談或電話訪問,訪問的學校包括國立台灣大學、國立成功大學、淡江大學與銘傳大學。除學校體系之外,本研究更進一步探討參考財團法人、企業、國外大學以及理想中的大學財務組織概況。並針對政大成立財務處應考慮之因素與校內財務相關單位意見討論,徵詢相關單位想法與意見。最後參考先前蒐集之資料及諮詢本校財務相關組織人員意見之後,研擬政大成立財務(管理處)可行模式。本研究建議政大未來成立財務(管理)處之模式可以朝向:會計室仍維持獨立、出納組暫不納入財務處,但長期則宜納入、聘任具備財務專業能力的財務長、採取最小規模的人事編列。財務處主要業務應該包括以下三項:1.提高資產創收。2.募款工作。3.學校整體財務規劃。
<br>description: Due to the tight government budget of higher education, National universities are asked to corporatize, and the financial management and human resources management will be more independent from the Ministry of Education. The top universities such as National Taiwan University and National Cheng Kung University have established their own financial management offices. Since National Chengchi University is one of the top universities in Taiwan, this research intends to study the feasibility of organizing the financial management office at NCCU. In this study, we do the survey of all universities in Taiwan to see whether there are financial management offices. We find that National Taiwan University, National Cheng Kung University, Tamkang University and Ming Chuan University have established their own financial management offices. Then we visited those universities for further understandings. Besides, we collect the relevant information from websites of some famous foreign universities and some large non-profit organizations and corporation in Taiwan, to examine the organizationsof financial management offices. After we consult the opinions of related units at NCCU, we conclude that we had better establish our own financial management office sooner or later.Consequently, the establishment of Financial Management Office of National Chengchi University in the future had better refer to the following suggestions:1.Accounting Office still remains independent.2.The cashier section remains in Office of General Affairs temporarily, but transfers to Financial Management Office in the long term.3.Chief Financial Officer had better have specialty and ability of financial management. It would be better that the Vice President of Finance serves as Chief Financial Officer.4.We recommend that the Financial Management Office of National Chengchi University had better start by a small scale base first. 5.The businesses of Financial Management Office should engage in the following stuff (1)Improving income-generating ability and implementation from college assets.(2)Fund raising.(3)Financial planning.

title: 精簡本校行政主館會議組織以提升行政效率之研究 abstract: 本研究試圖回顧教育部2008年公布受補助五年五百億的頂尖大學的組織規程,並從中彙整出各校舉辦行政會議的相關規定,針對政大目前行政會議組織的現況進行檢視,配合針對各學院院長或系所教師的實際訪談,提出目前所遭遇到的困境並提出具體建議,希望能夠對於政治大學日後行政會議組織的精簡以及行政效率的提升有所裨益,對其設置法源研擬建議修正條文,並協助業務權責單位完成修法擇期付諸實施。研究發現本校行政會議目前存在五個問題,包括會議過多、討論議題過於廣泛、參加人數過多、審議事項權責劃分不明與議程掌握不恰當等。而針對如何提升行政效率,筆者提出可由行政會議的法源依據,會議性質、功能與頻率,以及參與人數等方面重新做通盤考量,以期提升行政會議的行政效率。
This study reviews organizational charts and meeting minutes of “top” universities in order to analyze the current situations administrative meetings’ in National Cheng-Chi University (NCCU). “Top” universities are those on the sponsored list of Ministry of Education published in 2008.To address the objectives of this study and in coordination with reality, in depth interviews have also been carried out in this research. We interviewed four Dean or Head of departments of NCCU. By doing so, we list out the present encountered difficulties then to provide some advices in order to streamline and enhance current administrative meetings organization and efficiency in NCCU.This study has found five difficulties or obstacles of efficiency in current administrative meetings in NCCU, including excessive number of meetings, excessive breadth of discussion topics, excessive number of participants, unclear division of powers and responsibilities when considering issues and lastly, the host lack of ability to control the process of meetings or agenda. As for the way of enhancing administrative efficiency, the author provides some suggestions to the administrative meetings such as reconsidering legal basis, nature, functions, frequency and number of participants of administrative meetings.

title: 本校各級會議組織與功能調整之研究 abstract: 本研究試圖回顧教育部2011年公布受補助五年五百億頂尖大學的組織規程,並從中彙整出各校各級會議的相關規定,針對政大目前各級會議組織的現況進行檢視,配合行政會議成員的問卷調查與焦點團體訪談,提出目前所遭遇到的困境並提出具體建議,冀望能對於政治大學日後各級會議組織與功能調整以及效率的提升有所裨益。 研究發現本校各級會議目前存在五個問題,即討論議題過於廣泛、會議參與人員的組成需調整、缺乏行政效率、會議的控管(審議事項劃分不明與議程掌握不恰當)以及教務、學務與總務會議代表組成等問題。至於如何解決上述問題,筆者建議若行政會議人數不調降,則一方面行政會議可設立程序委員會來篩選議題,以控管議程。另一方面建議調降行政會議召開次數為每學期一次,但在行政會議下設「學術主管會報」及「行政主管會報」,於行政會議未開會期間處理各項有關事項。至於教務、學務和總務會議組成人員等方面亦做適當調整,以兼顧民主與效率、菁英領導與校園參與,以及流程精簡與擴大審議的功能。
<br>description: This study attempts to review organizational charters of Top Universities which are granted five-year NT $ 50 Billion in 2011 by the Ministry of Education, and collect the relevant provisions at all levels throughout the school meetings. We put emphasis on the current situation of the meetings for the National Chengchi University, with the questionnaires survey of the members of the administrative meeting and focus group interview. Moreover, we propose the present difficulties encountered, and make specific recommendations, hoping to adjust organization and function of the meetings and to benefit the efficiency of them for the National Chengchi University.
This research finds that there are currently five obstacles of the meeting: Discussing topics too broad, adjusting the participants of the meeting, lacking of administrative efficiency, controlling the process of meetings, for example a blur of issues, inappropriate agenda, and the question of representation in the Student, Academic and General meetings. As for solving these problems, the author proposes two programs: if we do not reduce the number of administrative meeting, we can establish the procedural Committee to select issues. Another method is that we can decrease the number of administrative meeting to once each semester. In addition, establishing the “academic director presentation” and “administrative director presentation” under the administrative meetings, we can deal with all things at the period of administrative meeting. Moreover, we adjust members of academic affairs meeting, student affairs meeting and general affairs meeting in order to exercise both democracy and efficiency, elite leadership, campus’ member involvement, streamlining process, and expanding the functions
