    Abstract: 美國為高度工業化與都市化的國家，其實施都市計劃的歷史，可追溯自獨立革命以前，所以其國內可謂具有重視都市計劃的傳統。自二十世紀以來，美國社會都市化的發展趨勢大為加速，因而都市計劃運動在各地更為蓬勃展開。以致在近數十年間，不僅都市計劃的實施極為普及，而且無論在都市計劃的理論觀念、機構組織、法令制度、及業務程序等方面 ，均已有顯著的長足進步，對歐洲方面都市計劃的先進國家而言，大有後來居上之勢。故美國的有關制度與措施，對我國自然具有高度參考價值。惟都市計劃事項包括範圍甚廣，本文僅以其業務機構為對象，研究各地方單位都市計劃機構的組織、職權、及作業程序。 此等事項不僅內容具體，實用價值頗高；且在都市政治、行政、與決策等方面具有重大意義，實為值得深入研究的課題。本文主要內容在就下列四種事項及有關問題予以分析探討，以求獲致有價值的心得，俾供我國改進都市計劃機構組織與業務的參考。此等事項即（一）美國地方單位都市計劃機構的演進過程、設立依據、隸屬關係、組織型態、內部單位、及業務人員的成分與素質，兼論非官方機構的情形。（二）美國都市計劃機構的性質、職權、功能、對各種市政業務的影響、與地方首長、議會及其他機關的關係。（三）美國都市計劃制定的程序、步驟、與計劃機構的作業情形。（四）指陳美國有關制度與業務的特色，並就中美兩國情形加以比較，說明該國措施可資我國借鏡之處。
