Abstract:	日本工業化成功的主要原因，是在其「起飛」的時期，由明治維新的政府不惜任何困難，投資興建國營企業以帶動全國工業化的運動所造成。在此政策之下，也產生了日本工業的特色：如政府與私人資本家之間的「親方子方」關係，財閥們依賴政府的支助而壟斷全國工業與經濟等現象，都在政府將國營企業交由少數私人繼續經營後產生。明治工業政策中以國營企業推動工業化所實行的時間不算太久，從一八六八年開始，到「北海道」醜聞（一八八０年）為止，僅十二年之短，且所投資的企業也泰半虧損，故為了經濟緊縮政策的必要，除了國防工業外，其餘所有國營企業都以低價轉售民營。但國營企業卻在很短的時間內，達到了政府投資時的目的：近代工業發展時的瓶頸困難經此克望，增加私人對新工業的信心，訓練了一批有新觀念的技術專家，工廠管理人員及一大批專業化的勞工。使得日本工業在以後的發展過程中有了極健全約基礎，且縱然在私人企業紫已代替了國營企業時，政府仍隨時隨地提供財力及技術上的指導，造成了所謂的「工業政府的複雜關係」Industry-government Complex，故若沒有明治政府大刀闊斧的國營企業政策，日本的工業化運動可能會有另一種結果。
