Abstract:	本研究旨在分析我國大學及獨立學院素質及其對經濟發展目標－－富與均之貢獻。研究過程先檢查文獻，提出作為本文分析標準的九項指標，再由調查統計蒐集資料來研判各指標的實際。分析結果發現私立院系素質特差；而公私立院系均有忽視提高師資素質的措施。其次，政府近年雖力求掌握院系招生的量，但供過於求的人力實況早經出現。此類教育固能利個人財富、所得，卻因政府負擔大量成本，未見能富國，利社會。再者，此類教育受教者以高財富、所得子女居多，亦未見利均。今後為了提高我國大學院系素質，並使此類教育能實踐經濟發展目標－－富與均，作者擬具六項建議：一、工商研究所之增設，以養成高素質之師資。二、督導各校提高師資素質。三、引導私立院系，增加投資。四、掌握已供應過剩系招生名額。五、轉移部分政府負擔之經費給個人。六、增加低財富、所得家庭子女之教育補助。
