Title:	我國公共支出國際比較指數之研究

Abstract:	本文主研究目的，是根據Tait and Heller的基本架構，以研究各項不同的公共支出項目水準及所佔比重的成因，同時推算我國有關項目的公共支出國際比較指數（IEC指數）。所得結果顯示，我國除防衛支出實際比率較預期比率為高外，其他項目，平均來說，IEC指數均低於100。由此可推論根據我國各項人口及社經變數，我國政府的實際支出比率（非防衛性部份）相對偏低。假如視防衛支出乃維持政治穩定以保障經濟發展的固定成本部份，其支出水準及比率缺乏顯著下降的可能性的話，我國政府規模（剔除防衛支出後衡量），事實上，並未相對膨脹。這一點，以一般政務支出及政府人事費用支出比率之IEC指數均遠低於100，可得進一步的說明。其次，本文以開發中國家為母體，重新取樣及估計各項支出比率的成因之係數，再計算我國之各預IEC指數，所得結果，大致與上述說明符合。不過，本文以其較高同質性的開發中國家為研究主體，根據估計所得的結果的可能偏誤應該較低。
