    Abstract: 桓譚可說是東漢初年唯一著有專書論政的人。本文主要根據清代嘉慶年間嚴可均所輯集某著述的殘篇，爬梳整理其政治思想。全文共分六章：一、生平及其著作，敘述桓譚的身世、個性、交遊、任官歷程，並探究其著作成書時間、散佚及輯集經過。二、非圖讖，論述圖讖的來源及流行概況，並析述桓譚堅決反對圖讖的言論和態度。三、論君臣，研討桓譚對君、臣兩者的重要性與應具條件的認識。四、論治術，探究桓譚所揭櫫的治國原則及治國方略。五、評時政、風尚，敘論桓譚對當時政制、政務及風尚的批判。六、對桓譚政治思想的評析，主要對上述各章有關桓譚的政治思想、主張及建議作概略的分析評述及與兩漢諸子比較，以明其在東漢政治思想史上應有的地位。
