    Abstract: 公共經濟學者研究國民所得(Y)和政府支出水準(G)的關係主要有兩種互不相連的途徑。一是以華格納法則(Wagner`s Law of Expanding State Activities)為主的財政學派，認為公共支出水準的提高，乃經濟成長中不可避免的現象。尤其是處在工業化過程中的國家，政府支出水準必較國民生產水準的成長相對迅速。凱恩斯學派學者卻認為公共支出水準在總體所得決定模型及動態模型中均為外生變數；對財政政策主義者來說，更是應付景氣波動時的最有力工具，透過乘數效果，國民所得自應為公共支出水準所影響。這兩種因果角色相反的理論，事實上都有可爭議的地方。假設公共支出與國民所得是相互影響的話，上述兩種研究方法的實證結果都可能出現聯立偏誤。本文根據Granger因果關係的定義，以我國43會計年度至73會計年度的相關資料，進行實證檢定。所得結果明顯指出國民所得與公共支出水準，不論是總合的或是分類支出，均呈雙向的回饋關係。華格納法則主義者和凱恩斯學派經濟學家都必須重新檢討他們的基本理論架構了。
