Title:	製造業赴大陸投資對臺灣經濟的影響

Abstract:	台商對大陸投資快速增加，對台灣經濟造成多大影響，是近年來各界關注的課題。理論上，對外投資對宗主國產業及經濟發展的影響有正面的亦有負面的，最終的淨效果並不確定，當海外投資對國內資本形成之替代程度愈大，宗主國所受的負面衝擊也就愈大。本文利用數量方法推估製造業赴大陸投資對台灣經濟的影響程度，結果發現，只要對大陸投資替代在台灣投資的比率不超過20%，基本上對台灣總體經濟發展並無不利。近年來台商對大陸投資不斷增加，確實造成部份傳統勞力密集型產業顯著衰退，但我們也發現兩岸產業分工體系逐漸形成，台灣產業結構調整後整體經濟表現差強人意。為使台灣產業穩定發展，政府規範台商赴大陸投資政策，應從「輔導」、「協助」著眼，一方面減輕廠商及整個社會調整時可能產生的痛苦，另一方面則增進廠商競爭優勢。
