    Abstract: 房價乃消費者日常生活上一重要而巨額的支出,消費者物價指數應將其變動情形真實反映。然現行之消費者物價指數基於房價難以掌握,而以租金來估算居住類之物價水準。但是此居住類指數卻未能反映房價飆漲的情形,究其原因有二:一為資料本身的問題,一為權重的問題。針對資料問題,本文首先藉由主計處所作之住宅狀況調查之房價資料及房租資料來說明國內房價偏高、房租偏低以及房租不若房價敏感的情形。故消費者物價指數應加入房價資料較為恰當。而由於房價變動所牽涉之層面甚廣,若欲掌握真實房價或建立房價指數,應從影響房價之品質、區位及總體時機等因素之重要性來考慮。另外,關於權重問題,本文從台北市每家庭所得對於房價或房租之負擔能力、自有及租賃者之比例以及利率問題計算出房價及房租應佔物價之權重,將此權重與現行居住類之權重比較,則顯示目前之指數權重偏低,應予調整。
