Title:	台灣地區非勞動力、非正式部門就業與失業率關係的探討：1978～1990年

Abstract:	不同時期的失業率要能準確反映一個國家經濟活動的盛衰，必須是基於勞動力參與率固定不變的假設上。若是勞動力參與率變動不定，則失業率作為經濟活動指標的功能將大打折扣。因為當經濟衰退的時候，失業人數雖然增加，但因為找工作不易，失業者退出勞動市場者可能更多，勞動力的運用情況是在惡化。而失業率可能維持不變，甚至下降。反之，當經濟景氣上升的時候，就業人數增加，失業人數減少，可是因為工作好找，進入勞動市場的非勞動力數量可能更大，人力的運用情況是在好轉，而失業率卻可能並未降低，甚至提高。失業率無法準確反映經濟活動盛衰的情形，在台灣發生的機會可能較西方先進國家為高。原因是台灣地區除了勞動力參與率相對偏低外，自營作業與無酬家屬工作的就業人數比例相對較高，受雇者有較大部分係在親屬開設的企業工作，他(她)們工作的安全性較大，在經濟不景氣時遭受失業的威脅相對較小。而且，台灣地區的家庭觀念比較重，生活有家庭的依賴，若遇工作不適意，或找尋工作困雞，可以隨時退出勞動市場，成為非勞動力。本文以1978至1990年的資料，利用簡單的迴歸分析，證實了這些論點，因此在台灣地區傳統的失業率可能無法充分反映經濟活動的榮枯。
