    Abstract: 本文目的在於探討清代政府發展商業所採措施的內容，並評估其成效。盛清時期既因襲傳統的重農抑商政策，復格於運輸的困難，致國內商業以小型地方性市場為主。跟隨都市的發展，商人的社會地位逐漸提高，首先鹽商最為活躍，隨後廣東公行商人獨佔對外貿易，扮演重要的角色。鴉片戰爭後國定稅則改變為協定稅則，中國海關權旁落，洋人強迫開埠，享受片面的最惠國待遇，掠奪中國沿海貿易及內河航權，藉來華投資攫取更多利益。同治年間開始發展軍用事業，但經營不善。清末觀念轉變，鼓勵民營事業發展，設立商政機關，編訂商法，勸組商會，採用減稅、專利、及創業爵賞辦法，倡導商展，興辦商學，整頓度量衡，並開闢鐵路航業及發展金融業，冀期配合。但若干計劃或屬研擬階段，或則甫行推動，或則缺少周密設計，或則用人不當終致多歸失敗，故迄民國建立，現代化商業發展仍只處於發軔狀態。
