    Abstract: 一九二一年十一月，美國總統哈定(Warren G. Harding)在華府召開一次討論軍備限制及遠東問題的會議。在此次華盛頓的會議(註一)期間，中日兩國解決了拖延六～七年的山東問題。膠濟鐵路因而得以返回中國人手中。膠濟鐵路問題為山東問題的關鍵，而山東問題之能否解決又影響華盛頓會議之成敗。本文除了探討三者間之關係外，最主要的還是在於瞭解贖回膠濟鐵路之談判經過，美英兩國在此一談判所扮演之角色，以及中國對於此一談判之反應。
