Abstract:	本文認為，自決的基礎是自我認同(self identity)，可由後天性的教育或宣導可成。因此民族、種族、語言、宗教、住民等都有可能成為行使自決的主體。而驅使自決的動力，往往是來自於集團的各種不同利益考量，它經常是被精英份子所創造出來的。在實踐上，自決追求的是一個屬於「我們自已」的社會，在政治形式上是一個主權獨立的國家。因而這個社會或是國家是否好壞，並非最首要的考量，因此很難以客觀的利害分析來評斷，或主張，或勸阻自決的行使。由於自決在行使時，往往是對現有的憲法或國家存在的正當性挑戰，因此它與自治的範疇與意義不同，後者是不能超越憲法的界限。二十世紀的發展，已使得自決權廣被國際組織接受為人民的基本權利，但在實際國際政治或國內政治運作上，自決權並未被接受為基本權利。若強行行使自決權，其結果很可能是國家陷入動亂。由於自決權的行使，代表著「自我認同」的重新確認，自決權係由人民集體行使，個人的意志必須臣服於集體的意志。對多數的自我重新認同者而言，自決當然是道德而且合理的行為，但是對於那些被迫改變者而言，他們只是被合法的多數暴力屈服了，他們被迫改變他們的自我認同。
