Abstract:	國父的民權主義提出於本世紀初，他曾強調：「余之民權主義，第一決定者為民主。」先總統　蔣公更確定地指出，民權主義的本質為「民主」。因此，我們可以說，民權主義是近代世界眾多民主理論中的一種。至於民主政治理論，則是當代政治學界激烈爭辯的主題之一，自從奧地利學者熊彼特(Joseph Schumpeter)於一九四二年在其著作「資本主義、社會主義與民主」(Capitalism, Socialism and Democracy)中，提出對於古典民主理論的修正以後，再經道爾(Robert Dahl)，薩脫里(Giovanni Sartori)等許多學者的闡揚發揮，修正民主理論已取得民主理論的主流地位。本文即試著就民權主義與修正民主理論的主要論旨，作比較性的分析，並提出檢討後的建議，即「我們不妨將直接民權、全民政治當成一種民權主義的理想，而不宜苛求現實政治一定要達到這個目標」。
