    Abstract: 我國立法院審查預算的表現，向為國人詬病。尤其喊價打折的作風，更有如兒戲。而特權掛鉤，介入預算更是黑金政治赤裸裸地呈現。政黨惡質鬥爭，尤使預算審查毫無理性辯論的可能。追循其故，上述病癥成因有三：憲政體制的限制、預算審查制度的扭曲和政黨互動的不良。本文從1987－1992立法院審查預算的有關紀錄著手分析。其結果似乎證實了上述三項因素，在結構上即已預伏立法院無法合理審查預算的基因。對症下藥，本文主張：第一，立法院預算權需與監察院彈劾權、司法院釋憲權結合使用。第二、立法院委員會登記制度應徹底改革。第三、執政黨對在野黨審查預算之發言權應充分尊重。
