    Abstract: 從科學哲學的角度來看，任何理論的建構，均在某種假定(Assumption)和預設(Presupposition)的條件下從事理論的建構，行政學理論建構的過程亦不能例外。本文從歷史的觀點，反思行政理論建構中所隱含的預設或假定，以哲學思辨的方法找出過去的理論建構偏重效率、技術、穩定、理性、控制等五個核心概念，而忽略與正義、人文、變遷、直觀、自主性等概念的均衡，這些概念的探討均散見八○年代以後行政學的名著中，唯均未能完整地如本文這五對概念做一詳盡的分析。哲學思辨在當前行政學的理論發展相當重要且逐漸成為主流，論者或以實證研究作為研究成果之評論，實為一種誤會。實證方法固為研究方法之一，但邏輯實證論自1960年代末期以來早已沒落，哲學方法對任何學科的進步將起相當的促進作用。此為本文對行政學乃至社會科學研究的主要著力點。
