Title:	社會指標系統的發展現況與挑戰

Abstract:	20世紀中葉，全球掀起「社會指標運動」，各國紛紛建立社會指標統計系統，藉以掌握社會脈動、協助制訂推展社會發展政策。半世紀以來，社會指標系統逐漸納入生活素質和幸福經濟的理念，現在演進成為國民幸福指數，已經扮演施政參佐依據的重要角色，充分發揮其實用價值與效益。社會指標系統雖然已經完備發展，仍然面臨幾個有待解決的重大課題，包括：欠缺整合的理論架構、亟需綜合性的指數以及結合社會影響評估。由於欠缺整合的理論架構，以致如何選擇納入指標的構面向度，以及指標與社會結構之間的因果關係，無法確切釐清，更遑論透過社會指標而預測未來發展。面對包羅萬象的社會指標統計系統，使用者更為關注者，往往只是能否取得少數的綜合性指數，但是，如何建構綜合性指數，迄今在方法論上仍是困難重重。不過，若要發揮社會指標的政策實用價值，必須將社會指標應用結合在社會影響評估，這也是社會指標應用的新興途徑。對於社會指標系統的最大挑戰，則是來自此一科學事實往往與民意存在落差。社會指標雖然以民眾的福祉做為核心架構，兼納客觀條件與主觀知覺，社會指標的統計結果經常無法體現在「民眾有感」之上。在「有感施政」主導的當代民主社會，我們亟需社會共識，審思何謂社會進步？何謂永續發展？
