    Title: 「苑裡」在哪裡?反風車抗爭、藺草文化節,以及山水米事件中的苑裡地方認同及其轉型(第2年)

    Abstract: 近十餘年來,風能發展一日千里,然而新科技和新能源的發展,也產生了新的後遺症,例如,澳洲新南威爾斯州的風力發電廠即曾引發相當規模的抗議行動,並獲得國會響應,要求對風場噪音進行更加嚴格的控管。同時,耳科醫生和神經學專家,也有愈來愈多的研究論文顯示,巨型風機與民宅過近的結果,將使社區居民產生暈眩、耳鳴、失眠、焦慮等後遺症。本文將討論「苑裡反瘋車運動」,此一台灣近年來最具代表性的反對陸域風機設置運動;該運動以其在地鄉親為主體組織自救會,結合學生、律師、學者等外來聲援者,共同對抗跨國企業、政府與技術官僚、警察、地方頭人等共構的龐大利益結合體,並向社會訴求規範發電廠與住家之間的安全距離。2012年秋天成立的自救會運用各種抗爭策略,在兩年之中,逼迫廠商妥協,將苑裡海岸原來被規劃設立的十四支風機先是限縮為四支,後再於2014年九月拆除兩支風機。為了理解這個地處台灣中部邊陲、人口僅數千人的聚落,如何以及為何抵擋風機設置,本研究將透過田野調查、參與觀察和和深度訪問等方法,摸索在地團結的宗教認同、親族網絡、社區營造等多層次社會肌理,以摸索和探討「抗風車」此一草根抗爭的運作、條件和限制。此外,本文發現,在抗爭過程中逐漸具象化的「安全距離」概念,至少扮演著五種角色:一、動員草根社區,將個人的、切身的受苦經驗,收攏為普世的、集體的理念;二、扮演與媒體和社會大眾通溝的角色,順利將「不反綠能、只反不當選址風機」;三、提供籌碼以逼使業者做出回應;挑戰科技官僚體制的因循怠惰和無感作為;建立起一套值得倡議的論述,由此參與全球性的環境正義與社會正義抗爭。
    This research explores the anti-wind-turbine protest and its dynamics, 2012-2014, in Yuanli Township, Miaoli County. In the turn of the twentieth century, wind power has become an important alternative to burning fossil fuels for its being realized as a renewable, clean, and plentiful resource of energy. There are many controversies over this new technology over the world, however. Local communities have been worried about impacts on health, birds, and living quality. It is not only about the struggle betweenenergy and environment but also the relationship between development and social justice. This research examines the protest process whereby a new sense of seashore neighborhood solidarity emerges from their resistance against the global-capitalist group and the state. The protesters insist the idea that there must be a safe minimum distance (wind turbine setback or “safe distance”) between a wind turbine and a home. We also find that the idea of safe distance plays an important role for the protest in five ways: first, it is useful to mobilize the grassroots community by transforming local, individual grievance to general, collective value; second, it makes an interface to communicate with the media about that their
    protest is not to reject green power itself, but to resist turbines threating the people’s health and home; third, it provides an leverage to the protesters to bargain with the wind energy company; fourth, it challenges the government’s policies, and fifth, it helps build a discourse and participate in the global justice movement.
