In recent years, the issue of Taiwan‘s personnel evaluation in education was widely discussed after the discussion of whether teacher evaluation is to be put into law. Comparatively speaking, principal evaluation has already been explicitly stipulated in the Enforcement Rules of the Primary and Junior High School Act, of which principals‘ managing performance shall be evaluated as the basis for principal selection. However, most county and city governments replace it by school evaluation. In 2003, the New Taipei City Education Bureau initiated a pilot program of principal evaluation, and there have been 97 participated schools. In order to understand the situation of the pilot program of principal evaluation in New Taipei City, related data and opinions from stakeholders along with the process of principal evaluation are planned to be collected in this study by the angle of meta-evaluation, so as to confirm this evaluation‘s suitability, effectiveness, feasibility and accuracy and provide them for the New Taipei City Government‘s reference of continuously carrying out principal evaluation.
