    Title: 校長評鑑之後設評鑑研究—以新北市校長評鑑為例

    Abstract: 近年來,臺灣教育人事評鑑議題自教師評鑑是否入法而受到廣泛討論。相對而言,校長評鑑在國民教育法施行細則早已明列應對校長辦學績效進行評鑑,並作為校長遴選依據。只是多數縣市政府多以校務評鑑取代之。新北市政府教育局自2003年開始試辦校長評鑑,已有近百所學校參與此一試辦計畫。為了解新北市試辦校長評鑑情形,本研究擬以後設評鑑視角,隨著校長評鑑的辦理,收集相關資料及利害關係人的意見,以確認此一評鑑辦理的適切性、有效性、可行性及精確性,提供新北市政府持續辦理校長評鑑之參考。
    In recent years, the issue of Taiwan‘s personnel evaluation in education was widely discussed after the discussion of whether teacher evaluation is to be put into law. Comparatively speaking, principal evaluation has already been explicitly stipulated in the Enforcement Rules of the Primary and Junior High School Act, of which principals‘ managing performance shall be evaluated as the basis for principal selection. However, most county and city governments replace it by school evaluation. In 2003, the New Taipei City Education Bureau initiated a pilot program of principal evaluation, and there have been 97 participated schools. In order to understand the situation of the pilot program of principal evaluation in New Taipei City, related data and opinions from stakeholders along with the process of principal evaluation are planned to be collected in this study by the angle of meta-evaluation, so
    as to confirm this evaluation‘s suitability, effectiveness, feasibility and accuracy and provide them
    for the New Taipei City Government‘s reference of continuously carrying out principal evaluation.
