Abstract:	知識經濟是21世紀全球發展的主流價值，產業自由化與國際化已為不可阻逆之世界趨勢。臺灣面對「第三波」產業與科技革命，如何迎面妥善因應，實為當務之急。本文旨在探討產業面對們由化與國際化浪潮中應有的發展方向，以及與之攸關的競爭政策議題，並兼以臺灣石油及石化業為例，文中除了回顧石油及石化業過報的發展與貢獻之外，亦探討了自由化與國際化的內涵。同時針對產業未來發展方向，以及政府相關配套措施加以討論，特別強調公平競爭與法制化之重要。再者，就國家整體競爭政策之功能（包括公平交易委員會之角色與定位，及其對油品市場自由之競爭規範），加以探討，最後提出結以及與競爭政策有關之建議。
