| Abstract: | 亞太地區逐漸成為全球商務、政治與安全中心，尤其，區域內快速崛起的中國與印度正擴大威脅著美國既有與潛在的利益，本文藉由文獻分析法並運用現實主義為研究途徑對：美國與區域內各國面對中國崛起，其認知及回應為何?時任歐巴馬(Barack Obama)政府其因應之戰略部署與亞太政策調整為何？以及中國與亞太各國家對美亞太戰略的調整有何因應與作為？等議題實施探討。
研究發現，美國以「制衡」方式來抑制中國在亞太勢力的擴張，而區域內各國則以追求其國家利益最大化為考量，面對中國崛起多採正面態度；為達「制衡」目的，美國透過政治上：離岸制衡、經濟上：跨太平洋經濟夥伴協定及軍事上：空海整體戰等三個戰略層面布局，來弱化區域內潛在與強權崛起的威脅，以維持其全球霸權的角色；面對美國亞太政策的調整，中國以政治上：一帶一路、經濟上：區域全面經濟夥伴關係協定與亞投行及軍事上：深化國防和軍隊改革來實施反制，而亞太各國態度方面，則呈現兩種極端立場，其主要盟友國(如日本、新加坡、澳大利亞等)多為支持，新興夥伴(如印度、越尼、越南)則多為反對，但絕大部分國家仍是採觀望立場。
隨著美國新任領導人川普(Donald John Trump)的上任，歐巴馬的亞太戰略執行是否如預期？能否持續？將是後續值得關注與觀察的議題。
Asia pacific region has gradually become the center of global business, politics and security. Especially China and India are two rising countries which threating the substantial and potential interests of United States. Document analysis and realism were applied as research approaches in this article in order to discuss following agenda: the response of rising china from surrounding countries and United States? Obama administration’s strategical deployment and its rebalance policy? Response and adjustment in terms of rebalance policy from China and countries in Asia Pacific?
Key findings:
1.United States restrain China’s expansion in Asia Pacific by its rebalance policy while most of surrounding countries hold positive attitude toward china’s rising in order to obtain best interests.
2.United States take 3 actions to eliminate regional conflict and possible threat from rising powers in order to rebalance Asia pacific and strengthen her superpower position: Offshore Rebalance from political perspective, Trans-Pacific Partnership (TPP) from economic perspective, and Air-Sea Battle (ASB) from military perspective.
3.Reactive measures from China: Belt and Road policy from political perspective, Regional Comprehensive Economic Partnership (RCEP) and Asian Infrastructure Investment Bank (AIIB) from economic perspective, and deepen defense via military reform from military perspective.
4.For attitude toward rebalance policy, most of surrounding countries still remain neutral while major alliances of United States such as Japan, Singapore and Australia demonstrate strong support and new partnership such as India, Indonesia and Vietnam did not follow.
Moreover, whether Trump administration will follow and continue Obama’s rebalance policy will be the agenda deserve focus and further research. |
