    摘要: 柯林頓上臺之後，改善國內經濟是他的首要政策目標。一年來，在他的努力推動 下，已有不錯的成績，如北美自由貿易協定在國會獲得通過、關稅暨貿易總協定烏拉圭回合 達成協議，及加強與亞太經合會會員關係等。柯林頓如此努力推動自由貿易是出於何種考量 ？是基於美國的自由傳統？或其本身的世界觀？抑或是美國現實經濟狀況的需求？這些都是 本文所要探討的主要議題。
