    Title: 新業務開放對既有業務的影響評估研究

    Abstract: 開放競爭的電信市場環境促使業者積極提昇服務品質，也帶動新服務的研發;但新服務的推出往往對既有服務會產生一定程度的影響，本文提出一套影響評估的方法，做為未來決定是否推出新服務的參考指標。本文將以推出FTTx新服務為研究案例，評估此新服務的推出會對既有業務(例如xDSL、Lease Line等)產生何種程度的影響及對此影響應採取何種策略因應，以做為未來經營決策的參考。根據分析結果顯示，吾人發現新服務推出對既有服務的影響多為負面的。本文進一步以市場上固定制ADSL雙向512K網路型用戶有升速的需求為前提進行分析，作為降低新服務推出對既有營收造成影響的因應對策。
    Due to the deregulation of telecommunication industries, competition has been intensified in recent years. This competition helps service operators, especially incumbent operators, improve service quality and further quickly roll out new services. However, the introduction of new services may have an adverse impact on incumbent services. With consideration of the integral influence of existing markets, an evaluation method is proposed to deal with the effect for providing new services. The results can be regarded as one reference index for determining if new services should be provided to customers in the future. In this paper, the case of the offering FTTx new services is studied for incumbent operators. It is shown that this introduction will give a significant impact on existing services and cause lower revenue in the considered case.
