    Title: 國民參政會之研究

    Abstract: 本論文名為「國民參政會之研究」，全文除附註外，約十三萬字，共分為四章。
    第一章「緒論」，首先說明本文研究動機及要點。分為兩節，第一節為「國民參政會的性質及其緣起」，由國民參政會設立的主旨及其組織條例的規定，來探討國民參政會的性質。並闡述自九一八事變後，設立國民參政會的緣起。第二節為「國民參政會的發展」，分為：一、時間地點的改變。二、組織條例的修正。三、參政員名額的變化。四、參政會主席制度的變化。五、由中共參政員出席率的變化，探討參政會中國共關係的發展等五方面來探討。
    第二章「國民參政員出身背景分析」，本章不分節。係將歷屆全部參政員的年齡、籍貫、學歷、經歷、黨派、曾任屆次等，作一調查，並列表以明其出身背景。而後就性別方面、年齡方面、籍貫方面、學歷方面，黨派方面，作出統計分析表，並說明其意義。
    第三章「國民參政員職權的行使」，分為八節。前五節為敘述有關軍事、外交、內政、財經、文教等各類問題中，參政員行使建議權的情形。第六節為敘述決議權的行使。第七節為敘述詢問權的行使。第八節為敘述調查權的行使。
    第四章「結論」，由參政會成立的目的 - - 集思廣益、團結全國力量 - - 兩方面，對參政會是否達成任務作一評估。
