    Title: 宗教功能在大陸農村金融發展作用之探索－從台灣儲蓄互助社談起

    Abstract: 中國大陸經濟發展以來，由於政治改革進程緩慢，民間組織中之宗教組織尚未獲得足夠寬廣的活動空間，宗教政策之開放仍屬保守。更由於宗教具有黏著劑之社會功能，使得宗教組織在農村之活動，總讓學者與政治人物不安心，農村邪教之名的附加，侷限了人民的宗教自由，導致宗教基於誠信互助、自我監督的功能無法發揮。 借鑒台灣儲蓄互助社的例子，本研究認為，大陸農村金融發展無法深化之可能原因之一為宗教功能不彰而導致的。由於儲蓄互助社的成立與宗教有著密不可分的關係，本研究欲探討是否可能藉由宗教組織的發展而帶出並使農村金融得以發展與深化。本研究假設，富有宗教文化的社會（地區），因具備誠信的特質，才有資金互助之可能。在大陸農村地區，若能允許宗教組織自由運作，使其發揮宗教功能，將有助農民獲得融資權、使農村基層金融體制朝多元化發展、並培育非正規金融部門的產生，如此才有助農村金融之發展。類似台灣之儲蓄互助社的組織，應有其借鑒之處。再者，任何有助於資金互助之可能模式，如何訂立好的遊戲規則，使其能克服因資訊不對稱而產生之誠信問題，可能是一簡單易行的判別標準，本研究計畫將予以檢視，探索其有助於農村金融發展之可能模式。
