    Title: 臺灣縣市政府現金持有之影響因素

    Abstract: 本研究依循過去營利組織以及非營利組織對於現金持有之相關探討，檢驗影響臺灣各縣市政府現金持有之影響因素。採2002 年至2010 年作為資料期間，以臺北市、高雄市兩直轄市以及臺灣省二十一個縣市，暨福建省金門縣、連江縣兩縣，總共二十五縣市政府做為研究樣本。以現金持有、約當現金持有以及各機關結存三種不同範圍之絕對金額定義，以及分別除以總歲出後之另外三種可能情形，探討在不同現金持有定義之下，各種因素之影響程度差異。實證結果顯示：政府籌措其他財務來源之能力越高時，現金持有、約當現金持有、各機關結存以及各機關結存占總歲出比例會提高。在控制縣市規模後，人口規模越大的縣市，持有比較少的現金。政府自有收益比例對現金持有以及約當現金持有呈負向關係。前一年政府持有高現金水準對所有現金定義皆呈正向關係；除現金持有和約當現金各占總歲出之比例外，前一年政府持有低現金水準與其餘現金定義為負向關係。人口成長率對現金持有、約當現金持有以及各機關結存、現金持有以及約當現金持有各占總歲出之比例呈正向關係。歲入波動對各機關結存占總歲出比例產生負向顯著影響。
