    Abstract: 本文分析在里斯本條約的架構下，歐洲聯盟法法源的最新發展與法律變遷。歐盟乃一超國家組織由條約所創立並依法運作。歐盟法因此在歐盟整合扮演一項重要角色。歐盟法法源之研究得以掌握歐盟組織架構與立法程序，法律的制訂與變遷以及如何取得法律效力，以及如何在國際法律體系形成一個新的法律秩序。基於歐盟官方文獻以及歐盟法院案例分析，本文將研究下列重要議題：歐盟法法源的概念、發展背景、種類、立法職權、立法程序、法律效力、主要特徵、對會員國及國際法的意涵。歐盟法乃一創新的特殊模式，得以提供區域法律整合以及國際法律合作諸多啟示，頗具意義。
    This paper discusses the new development of the EU law sources under the Lisbon Treaty. The EU is a supranational organization created by law and operated by law. The EU law plays a critical role in European integration, thus a study of EU law sources is a good starting point to understand the institutional frameworks and legislative procedures of the EU, its origins and embodiment of the law, and how the EU constitutes a new legal order in international legal system. Drawing from EU documents and EUCJ cases, this paper examines the following core issues: the concept, background, types, legislative competences and procedures, legal effects, major features of EU law sources, and the significance of EU law to national and international law. EU law is sui generis, which provides a unique model and many lessons for regional legal integration and international legal cooperation.
