    Title: 一樣的身分、不一樣的角色：以2008年臺灣政府文官調查庫探索文官回應與類型

    Abstract: 理論上，在民主治理下，負責任的文官必須回應多元的價值，包
    括服從、效率、專業、公正、依法行政、公共利益與民意等。實際
    上，雖然事務文官是身分受到法律保障的永業官員，但因為個別價值
    認知與偏好，而在政策過程中，對於多元的價值與責任要求，有不同
    程度的回應，而可能形成不同特性的行政角色。
    本研究利用 2008 年臺灣文官調查資料與集群分析方法，針對
    1,852 個有效樣本進行分組，將相似回應特性文官歸於相同組別，而組
    別間差異盡量最大，以系統性分析國內公務員不同的回應類型，勾勒
    與詮釋我國文官體系下多元的樣貌與角色。本研究以公益導向、效率、專業判斷、層級服從、依法行政、政治回應與中立等作為集群變
    數，將樣本分成四組，並分別命名為：專業技術者、自主成效者、公
    益關懷者、傳統執行者。最後，依據分組結果與特性，本研究也提供
    人事與組織管理的相關政策建議。
