Abstract:	自一九九○年代中期以來，中共致力於夥伴關係建構，尤其希望與大國建立戰略夥伴關係，以促進大國力量均衡。一九九○年代中期，中共主要是以發展中俄戰略夥伴關係作為大國平衡策略的主要重心。進入二十一世紀後，中共將重點轉向歐洲，希望以建構中歐全面戰略夥伴關係來遏止美國單邊主義，同時加速世界多極化趨勢。然而，由於中歐之間存在嚴重價值差距，導致中歐全面戰略夥伴關係在實踐層面面對多重內外因素制約，大國平衡效果更難以展現。
