    Title: 改進台灣地區大眾傳播之國家發展功能的研究

    Abstract: 本研究為一項三年研究的最後一期，第一期為閱聽人研究，探討民眾使用大眾媒介及親身傳播的情形，第二期為資訊或消息的傳播過程與反應研究，第三期（也就是本期）是從閱聽人研究與過程研究之後的傳播者和他們表現的研究。

    而本研究中的「傳播者」除了是透過大眾媒介發出訊息的人，也包含政府和執政黨中，新聞政策的決定人及執行者。本研究的另一重要部分是今日台灣地區各類大眾媒介內容的分析，期望能發現媒介在發揮社會功能方面的表現、媒介表現與傳播者預期的差距，以及媒介表現與閱聽人需求的差距等三個面向。

    透過社會調查與內容分析兩種研究方法後，本研究針對傳播者的認知、個人特性、傳播工作與媒介內容等做了相互比較的發現敘述，並以此提出有關「改進台灣地區大眾傳播之國家發展功能」的建議：

    （一）媒介內容的改進：包含是從閱聽人的興趣與求知動機、以較生動的方式做為改進表現媒介內容的方法、發展報紙與電視內容的個別特性。

    （二）對傳播者的建議：包含傳播者的認知與行動應統一、政黨人士與媒介人士傳播者應多聯繫、重視大眾傳播研究。

    （三）對黨政當局的建議：包含對於媒介政策由消極的管制改為積極的運用、改進輔導方式、引進改變的動力。
