Title:	人民日報對「四個現代化」政策之傳播策略研究

Abstract:	農業、工業、國防、科技「四個現代化」目標雖已列入中共的黨章及中共政權的憲法中，但以中共這樣一個管理人口近十億，地區又極為貧窮落後的政權，要使經濟達到高度發展，並進而實現四個現代化，確實困難。所以中共如何動員全民進行建設，以期在時間內達成目標？是本文進行研究的動機。此外，中共也曾要求報業不僅要報導事實，還需宣揚政策，基於這樣的出發點，本研究以代表中共喉舌的《人民日報》為例，探討中共中央領導階層對發揮報紙功能的實際做法。根據對《人民日報》所作的內容分析顯示，在中共進行「四個現代化」建設時，內容最大的特點是大量刊登「四化」政策下群眾積極奮發工作的「意見樣板」，塑造人民的價值模式，以及中國大陸情勢大好的形象。然而，對於「四化」政策進行時所遭遇的困難則鮮少提及。因此，在「四個現代化」推進期間，《人民日報》並未發揮大眾媒介基本功能之一的「守望」功能。整體而言，《人民日報》在對中共任何政策的推行上，「告知」方面所發揮的功能都遠勝於其他功能，這或許就是《人民日報》唯一的功能。
