    Title: 政府民間融資提案制度施政績效與民眾滿意度比較分析:以新北市節能路燈政策為例

    Abstract:   本研究主要探討新北市政府運用民間融資提案制度(PFI)結合節能路燈政策之民眾滿意度。在近年來公共管理思潮盛行的情形下,各國政府均重視公私治理的夥伴關係,而民間融資提案制度為國外廣泛運用的一種公私協力模式,其要旨在政府先請民間企業提供公共服務或建設,俟公共服務或建設完成後再按照民間企業績效表現予以付款,以提升效率並減輕財政負擔。
      新北市政府於民國103年以此模式推動節能路燈政策,至今確實已為國庫省下不少開銷,然而在路燈政策各項績效指標下的民眾滿意度為何?民眾是否有隨著政府路燈政策績效表現良好而感到滿意,正是本文亟欲探討之所在。文獻雖指出,政府施政績效越好,民眾滿意度亦呈現正向關聯,意即民眾將感到更加滿意,但研究結果卻發現,並非每一項績效指標均能與民眾滿意度呈現正向關聯,且政府內部對於各項指標的評比也與民眾對於政策整體滿意度呈現不一致的情形,表示政府自認為不錯的表現,在民眾眼裡卻不盡然是如此。
      故本研究建議政府應檢視並重新評估績效指標評核方式,並提供相關實際作法,期待能重新連結政府績效表現與民眾滿意度的正向關係,並縮減政府施政績效與民眾滿意度的落差,以利該政策後續順利推動且避免與民眾的期待背道而馳。
     This study mainly explores the public satisfaction of the New Taipei City government using the Private Finance Initiative (PFI) combined with the energy-saving street lights policy. Under the prevailing trend of public management in recent years, governments of all countries have attached importance to the partnership between public and private governance. The Private Finance Initiative is a public-private partnership model widely used abroad. The purpose of the Private Finance Initiative is for the government to first invite private enterprises to provide public services or construction. After the completion of public services or construction, pay the fees according to the performance of private enterprises to increase efficiency and reduce financial burden.

    The New Taipei City Government promoted the energy-saving street lights policy in this mode in 2014 and it has indeed save a lot of expenditure for the Treasury. However, what is the satisfaction of the people under the performance indicators of the street lights policy? Does the public have performance along with the government street lights policy? Being good and satisfied is exactly where this study is going to explore.
    Although the literature points out that the better the performance of government administration and the positive correlation between people's satisfaction, which means that the people will feel more satisfied, but the results of the study found that not every performance indicator can have a positive correlation with the satisfaction of the people. In addition, the government’s internal evaluation of various indicators is also inconsistent with the public’s overall satisfaction with the policy. The government’s self-righteous performance is not always the case for the public.

    Therefore, this study suggests that the government should review and re-evaluate the performance evaluation methods and provide relevant practical practices. We look forward to reconnecting the positive correlation between government performance and public satisfaction, and reducing the gap between government performance and public satisfaction so as to facilitate the smooth follow-up of the policy and avoid running counter to the public’s expectations.
