    摘要: 911後，全球開啟對抗恐怖主義的新頁，美國及其盟國對激進組織祭出軍事鐵腕行動。雖然全面壓制恐怖主義的組織氣焰，卻也導致該等組織自傳統大規模恐怖攻擊戰略模式，逐漸轉變成「單獨的」孤狼式恐怖攻擊，在「聖戰」為名的包裝下，孤狼恐怖主義浪潮已席捲全世界，我國亟需調整反恐方向及策略作為因應。
    本研究為建構我國反恐策略之方向，乃以孤狼恐怖主義為研究對象，透過「文獻探討法」蒐集並整理國內外資料，瞭解國際間重要國家防制孤狼恐怖攻擊之現行作法及採行相關安全維護策略，接續則探討我國目前防制恐怖攻擊具體措施，並將上述各項策略加以綜合歸納分析，形成我國防制孤狼恐怖攻擊策略。
    我國首要之急應盡速制訂反恐法令，其次才為提升科技執法能量、加強情報蒐集、強化公私部門協同機制、加強社會福利制度等面向，始能達到事半功倍之效；另本研究囿於研究時間、資源及研究方法之限制，實有其不足之處，建議後續研究者藉由訪談法等深度研究方式，針對孤狼恐怖分子實施訪談，從「孤狼恐怖分子犯罪歷程」視角解析，期未來能提供孤狼恐怖攻擊更為具體之防制對策。
    Post 911，there is a new page for combating terrorism. USA and its allies adopting military operation approach in responding to terrorism. Although with success, but it also makes terrorism organizations switching its terror attack strategy, form coordinate operation into lone wolf style. Under the wrapping of Jihad, lone wolf style terrorism is now a worldwide phenomenon, it is needed for ROC to adjust its strategy and tactics towards it.
    This study tries to construct the direction of ROC counter-terrorism strategy, placing focus on lone wolf terrorism. Through applying the method of document analysis, with data from both domestic and foreign source. It is hoped to achieve the understanding of methods, that are adopted by major countries in the international society, on the topic of preventing lone wolf style terror attacks. Followed by the ROC’s current ways in dealing with lone wolf style terror attacks, forming a more up to date lone wolf style terror attacks prevention strategy.
    I would advise ROC to legislate anti-terrorism law as its primary concern, the next would be to enhance technological law enforcement ability, followed by strengthen coordination in government branches, enhanced social welfare, in order to achieve maximum outcome for prevention of terror attack. Due to the limited time and resource, also the limitation in the chosen method of study, this research will not cover the entire scope of terror attack prevention studies. It is advised to the follow up researcher to conduct in-depth interview survey research; to conduct interview with the actual lone wolf attackers, gain understanding of the crime in its every stages, yielding solid lone wolf terror attack prevention strategy.
