    摘要: 歐洲統合大業非一蹴可幾，自1958年所簽署的《羅馬條約》迄今已六十餘載，現今歐盟之雛型原為區域性經濟統合之歐洲煤鋼共同體，其後逐漸藉由各項法規、條約、制度之深化發展而成，其中推波助瀾的重要角色便是德國。歐盟雖可謂區域統合之最佳典範，但其間險阻卻不曾間斷，如「歐洲憲法條約」失利、歐洲債務危機、歐洲難民危機、英國公投脫歐以及遭恐怖主義威脅等，在上述危機當中，地處歐洲核心並具歐盟主導地位的德國，其態度與措施便至關重要。本文將以1945年戰後之歐體／歐盟與德國之沿革為背景，以宏觀視角梳理兩者之政經發展脈絡，藉此探求歐洲統合之動力並尋得德國自戰後便將國家發展鑲嵌於歐洲統合中之事實，再以此為基礎辨析柏林共和於歐盟中之各項重大改革、立法、決策與危機中所扮演的關鍵角色及其動向，進而評斷柏林共和與歐盟之關係；最後將以政治、經濟之雙面向，分別預測德、歐兩者未來關係之走向。
    The European Integration cannot be achieved at a single leap. More than 60 years have passed since signing the Treaty establishing the European Economic Community (TEEC) in 1958. The European Union (EU) we see today originated from regional economic integration, which is known as the European Coal and Steel Community (ECSC). After establishing various regulations, treaties, and systematic frameworks, the EU was established in which Germany played a crucial role in this process. Even though the EU has long been the most developed model of regional integration, it continues to be shaken by various kinds of obstacles and crisis. For instance, failing to pass the Treaty Establishing a Constitution for Europe, the European debt crisis, Europe’s migration crisis, Brexit, the threat from terrorism, etc. In the abovementioned crisis, the stance and measures taken by Germany are crucial as the country is situated in the heart of Europe and dominates the European Union. This research will be based on the evolution of the EU and Germany since 1945 and will discuss their political and economic development from a macroscopic perspective. The purpose is to investigate the driving force of the European Integration and to prove that Germany has been clinging its national development on to European Integration after WWII. On this basis, this paper will analyze the crucial role which the Berlin Republic plays and the trend it leads in major reforms, legislation, decision-making, and the crisis in the EU and will further assess the relationship between the Berlin Republic and the EU. Finally, this paper will predict the future development of the relationship between Germany and the EU from political and economic aspects individually.
