    Abstract: 小論は、戦後日本の東南アジア外交を概観するうえで、安倍政権の東南アジア外交を分析する試みである。戦後日本の東南アジア外交では、東南アジアの天然資源と日本製品の輸出市場を確保する経済面の目標、及び日本の海外貿易を支えるシーレーンの安全確保を目指す安全保障面の目標が追求されていた。今の安倍政権は、対ASEAN 外交5 原則に続き、自由で開かれたインド太平洋戦略を打ち出した。この戦略には、東南アジアを含むインド太平洋地域向けのインフラ輸出を日本経済の復興に結び付けるという経済面、及び中国の台頭が生じる潜在的な脅威や挑戦に備えるためのヘッジングという安全保障面の目標がある。
    本文在概觀戰後日本對東南亞外交後，將嘗試對安倍晉三內閣的東南亞外交進行解讀。戰後日本對東南亞外交，在於追求確保東南亞天然資源供應無虞與日本商品的出口市場之經濟面目標，以及保護支撐日本對外貿易的海上運輸通道安全的安全保障目標。現在的安倍晉三內閣接連提出對東協外交五項原則，以及自由開放的印度太平洋戰略。這項戰略具有兩項目標，亦即：將對包括東南亞在內的印度太平洋地區出口基礎建設與復興日本經濟進行連結的經濟目標，以及因應中國崛起所衍生潛在威脅或挑戰之安全保障目標。
    This paper attempts to clarify Japan’s Southeast Asian diplomacy under the Abe cabinet and provide an overview of Southeast Asian diplomacy in postwar Japan. The goals this diplomacy in postwar Japan have been to acquire natural resources in the region, secure export markets for Japanese products, and protect the safety of sea lanes in the South China Sea that support Japanese foreign trade. The Abe cabinet has adopted five principles of diplomacy with ASEAN and a free and open Indo-Pacific strategy. The free and open Indo-Pacific strategy has two objectives. One is the economic objective of pursuing the revival of the Japanese economy via the export of infrastructure construction to the Indo-Pacific region including Southeast Asia. The second is a security objective of hedging against potential threats or challenges from a rising China.
