    Title: 德國國會選舉對歐洲政經情勢之影響

    Abstract: 張台麟教授指出由於歐洲局勢的快速變遷及政局明顯動盪不安，德國的角色成為大家關注且討論的焦點，但隨著梅克爾邁向四連霸的執政之路，且歐洲法、德兩國的領導人都認同歐洲統合的基本理念與價值，讓歐盟會員國在未來發展仍可有樂觀的期許。值得一提的是，梅克爾曾表示樂見歐盟儘速完成自由貿易協定，未來值得繼續觀察。張教授也分析德法領袖了解川普的不可預測性，所導致的某美歐關係困難，及敘利亞內戰的停戰結果牽動的難民問題，在8月24日歐非高峰會議中，與查德、尼日合作，增加境外難民安置熱點；此外，張教授認為，梅克爾連任後，除了對歐盟統合有正面影響之外，也將維持對中國與對臺灣的務實態度，儘管有「一個中國政策」，中國成為德國最大的貿易夥伴，德國是歐洲對中國技術轉移最多的國家，然而在德國工業4.0的推動下，臺灣亦可利用德國對中國在技術轉移的競合關係中，取得臺、德合作的正面機會。
