    Abstract: 現今在談論高等教育品質保證時，首先會想到大學本身所需肩負的責任，較少直接聯想到品保與社會的關連性。基於此，美國高等教育認可審議會（Council for Higher Education Accreditation, CHEA）邀請「法國共同學習諮詢機構」（Learning Avenue）主任Fabrice Hénard撰寫CHEA準則中的「第三原則」──品質與社會，文中強調高等教育品質的評估方式，必須符合社會需求，增進大眾信心，以維護大眾信任為主要考量。換句話說，高等教育品質保證需要包含機構、國家及國際層面之「社會參與」，並能確保品質保證機構所進行的評鑑方式、步驟及結果可以得到社會認同，進而支持它。
