    Title: 品質保證跨境合作發展模式與未來展望

    Abstract: 近二十年來，全球高等教育迅速發展，促使大學發展多樣的課程模式，提供學生不同學習的機會。其中，雙聯學位、聯合學位、海外分校，線上課程皆是最典型跨境教育。但跨境教育的蓬勃發展，也衍生出其課程品質需如何控管，學制學分如何對接，畢業學歷如何認可等相關問題，也考驗著高等教育體系裡的每一分子。2000年之後，各國政府紛紛成立國家級的品保機構，以確保並提升國內大學的品質。在高教跨境發展的趨動下，品質保證機構開始關注大學跨國合作項目與其品質，也積極向國外相關組織與機構尋找更多資源，如加入全球與區域性的品保聯盟，或增強與國外品保機構合作的機會。1991年第一個全球性國際品質保證組織─「高等教育品質保證國際網絡」（International Network for Quality Assurance Agencies in Higher Education, INQAAHE）的成立，即為品質保證合作時代的來臨拉開了序幕。
