    Abstract:   自 2007 年控制加薩（Gaza）以來，哈馬斯（Hamas）在面對內 在與外在環境挑戰下，逐漸穩固其統治基礎，並建立一套可運作的 治理模式。由於哈馬斯過去長期反以色列的言論與從事自殺炸彈的 記錄，多數西方國家與國際組織視其為恐怖組織。雖然哈馬斯與巴 勒斯坦另外一個重要政黨法塔（Fatah）有多次和解協議，但哈馬斯 對加薩的影響力仍延續至今。然而過去 10 年，哈馬斯治理下的加薩 一方面受到以色列與美國長期封鎖，另方面一些阿拉伯國家也不樂 見哈馬斯在此壯大，傾向封鎖加薩與打擊哈馬斯在此勢力，儘管如 此，短期內仍看不到哈馬斯在加薩徹底倒台的跡象。因此，本文試 圖探討作為一個非國家行為者，哈馬斯如何應對這種雙重封鎖以及 採取何種戰略以維持在加薩的獨佔地位，最後評估哈馬斯在加薩持 續治理的可行性。
