    Title: 亞太各國建構「資歷架構」的發展

    Abstract: 高等教育全球化發展，促使大學競爭國際化及彼此間人員頻繁流動。為了確保高等教育品質達到一定標準，各國政府紛紛成立相關品質保證機構，協助大學增進自我品質管控及改善，也增進跨國高等教育品質提升。財團法人高等教育評鑑中心基金會身為臺灣最重要的品質保證評鑑機構，除了協助國內大學建置自我評鑑機制，也積極參與區域及全球高等教育品質網絡各項學術活動，以獲取最新評鑑發展趨勢，增加國內大學評鑑之品質。自2007年，評鑑中心相繼成為「高等教育品質保證國際網絡」（International Network for Quality Assurance Agencies in Higher Education, INQAAHE）及「亞太品質保證網絡」（Asia-Pacific Quality Network, APQN）正式會員後，即積極參與兩組織的各項活動。今（2009）年3月，評鑑中心參加APQN在越南所舉辦的年會及研討會，與會中各國代表及學者分享並交換評鑑經驗。研討會主要議題包含高等教育機構內部品質保證的建立、國內與區域品質網絡的建立、跨國品質保證制度、小國推動品質保證策略、遠距教育品質保證、資歷架構（Qualification Framework）、千葉原則（Chiba Principles）等，其中資歷架構建構即為此次亞洲各國最關心的議題。
