Title:	高等教育品質保證國際趨勢及對認證機構的挑戰

Abstract:	20世紀以來，全球化影響國際政治、經濟貿易、科學，乃至教育等各面向，形成地球村時代的來臨。高等教育學生與教師的流動、學術的交流與學術機構的合作活動，促使高等教育國際化已成為勢不可擋的潮流。現今各國高等教育機構皆負起培育國家優秀人才，並同時吸引世界各國精英的重大角色。因此，當各國政府皆想在全球化競爭的時代中占有一席之地，加強高等教育國際化的品質即是首要工作。另一方面，當各國積極提升高等教育國際化品質的同時，也促使跨國高等教育認證機構之相互認證議題高度被重視，包括高等教育國際認證的標準如何運用於不同國家的高等教育體制、高等教育本土化與國際化的衝突與融合，以及高等教育品質如何維持等，皆是現今政府不可忽視的課題。今（2011）年評鑑中心舉辦的國際研討會有兩篇論文發表：「高等教育品質保證國際網絡」（International Network for Quality Assurance Agencies in Higher Education, INQAAHE）前主席Dr. David Woodhouse之〈Internationalisation of Quality Assurance: The Role Played by the Networks〉與評鑑中心研究發展處侯永琪處長之〈Challenges for Internationalization of National Quality Assurance Agencies in Asian Pacific Region-Case Study of Taiwan Quality Assurance Agencies〉，即是針對以上議題分析現今全球與區域的現況。本文摘要兩篇論文的重點。
