    Title: 從外部評鑑到內部評鑑的論辯―亞洲觀點

    Abstract: 高等教育品質保證是一系統性、結構性且持續性關注品質的過程，除了可以確保品質，也能不斷的改進品質。大部分品質保證體系是由「內部評鑑」——即自我評鑑——與「外部評鑑」兩者所組成，更為具體地說，自我評鑑完成後，接著進行外部評鑑。「內部評鑑」係指高等教育機構內部人員來執行的評鑑，所有機構內相關人員，包含教師、學生、行政人員、校友等皆需參與。而「外部評鑑」則是由機構外部人員所執行的評鑑活動，是由專業評鑑機構，邀集評鑑委員了解機構品質的一個過程。兩者各有其目的，但彼此之間必有一定的關聯性嗎？能夠只取其一嗎？「內部評鑑」是否可以取代「外部評鑑」？亞太各國對於此議題，有其不同看法。與歐美國家相較，除了菲律賓之外，大部分外部品質保證機構是在90年代末或2000年之後在政府的支持下成立。大部分是直接隸屬於政府部門，如泰國、馬來西亞、柬埔寨、印尼、越南、大陸、日本、澳洲等；有些屬於獨立機構，如菲律賓、紐西蘭、香港、臺灣、印度等。以上之亞太地區高等教育品質保證系統皆包含大學自我「內部評鑑」、評鑑機構「外部評鑑」與決定評鑑結果三大基本程序。另外，它們彼此也有一些共同點，例如：皆有預設透明指標、對外公布評鑑結果、設定評鑑結果的有效期限等（Martin & Stella, 2007）。
