    Abstract: 全球化知識經濟的二十一世紀模糊了世界社會文化發展的邊界，也擴大且激化國與國之間競合的微妙關係。國家科技進步與經濟成長是源自於其科學研究活動的表現力上。大學或研究機構所進行的各項學術研究活動與產出學術論文，在某程度上代表一個國家的國際競爭力。換句話說，一個國家若沒有擁有世界級的研究型大學，那麼它可能難以在國際舞台上扮演舉足輕重的角色。因此，不可避免的，具有高研究力的高等教育機構，就自然成為許多國家經費投入與分配的重點，藉以增進其在全球經濟競爭的實力與潛力，尤其是亞洲地區，政府更是積極介入研究經費的分配，鼓勵大學追求世界級的卓越發展。如日本「21世紀COE方案」、韓國「韓國腦力21」、中國大陸「211」與「985」、新加坡積極推動與世界級大學建立聯盟、臺灣「五年五百億」等。
