Title:	大學品保資訊透明度與社會責任：臺灣現況探討

Abstract:	隨著臺灣高等教育普及化與市場化，愈來愈多人重視大學校務及財務資訊的透明性、完整性及客觀性。一方面源自於社會大眾對大學績效責任的強調，因為大學不分公私立，皆受政府經費補助，承有共同社會責任；另一方面則是希望透過降低資訊不對稱現象來保障學生的受教權益。因此要求大學必須透過資訊公開的方式，以具體數據資料為基礎，為其接受政府補助的合理性提出辯護。故大學資訊公開在各主要國家已由大學內部事務轉變成為公共議題。品質保證是建立互動關係人信心的過程，即供應（投入、過程和結果）滿足預期或措施，以達到最低要求；主要由兩個部分組成，內部品質保證（Internal Quality Assurance, IQA）和外部品質保證（External Quality Assurance, EQA）。內部品質保證是為了自身目的而在機構內進行質量評估的過程，外部品質保證則是透過計畫或外部人員來評估質量的過程（INQAAHE，2017）。具體而言，外部品質保證機構主要的任務在於評估大學的品質保證程序、成果與促進改善，扮演的是協助者而非主導者的角色。因此，高等教育機構必須有一套完整的內部品質保證機制並落實推動，外部品保機構才能協助審核與提出改善建議，使得外部品質保證在保持高等教育質量方面發揮重要作用。
