Title:	安倍政権の自立外交に関する考察

Abstract:	本稿の目的は、めまぐるしく変化を遂げる東アジア情勢において、安倍政権がどのような外交戦略を採用して対応し、またそれらの戦略が依然として「対米従属」路線に従っているのか、あるいは「自立外交」路線に向かっているのかを分析することにある。本稿は、東アジア情勢の変化が、安倍政権の対中国・対ロシア政策について「自立外交」を追求する余地を与えていることを分析する。北朝鮮の核問題が深刻さを増すにつれ、米日韓の同盟は強固になっている。特に米国が韓国に「サード」（ THAAD）の配置を決定したことが、中国やロシアの安全保障政策の脅威となり、東北アジアのパワーバランスを変え、優位性は米国に傾いている。安倍政権はこの機会に先延ばしになっていた中日韓の経済協力を推進し、それと同時に、日露接近の歩みも加速している。こうした動きはいずれも米国の指導の下で進められた政策ではなく、日本の国家利益の選択に基づいており、そのことから安倍政権はさらに「自立外交」へと歩みを進めると考えられることを結びで指摘する。
