Title:	トランプ外交の展望と東アジア国際秩序再編への可能性

Abstract:	発足当初のトランプ政権では、政治経験を持ち合わせず、自国優先主義と独特な排外主義をもつ人物が権力の中枢に近い。彼らは各省庁の政策プロフェッショナルとの対立を意に介さないばかりか、秩序構築を念頭に置いた具体的な外交政策を構築できず、従来の政策を単純に否定している。さらに政権は政治的劣勢を、選挙同様にコアな支持者に訴えることで突破しようとしている。ISIS 対策や移民政策、自国経済優先の通商政策が第一に重視されるが、北朝鮮への警戒も高まっている。対中関係も中長期的に悪化する要素が多い。トランプ政権は、象徴的な分野には過度に関与し、全体的には国際秩序に関心をもたないというように、安定した国際関与に失敗するだろう。それは冷戦終結後の国際秩序、そして世界各地域の秩序を再編させるに十分な衝撃を持つ。短期的に見れば、トランプ氏と安倍晋三首相の個人的関係に加え、ある種の国際的孤立感をトランプ政権が深めるなかで、日本は英国とともに最後のパートナーとなり得る。しかし、日米関係すら長期的に安定するとは言い切れない。
