Title:	習近平政権期における民族問題と政策論争

Abstract:	2008 年のチベット騒乱、2009 年のウルムチ騒乱以来、中国の民族問題は国際的な関心を急速に高めた。 2012 年にスタートした習近平政権下においても民族問題は頻発しているが、中国政府はチベットとウイグルの問題を国家分裂活動あるいはテロであって民族問題ではないとの立場をとり、民族政策とは切り離された安全保障あるいは社会治安問題として対策がとられている。では中国における民族政策がなくなったのかと言えばそうではなく、今後の民族政策がどのような方向性を持つべきかについて、様々な観点から論争が起こっている。本稿では、民族の差異を強調しない方向に政策を変えるべきだと主張する朱維群と、現行の民族政策を維持すべきとする中国民族報特約評論員との論争を取り上げた。論争の決着はついていないが、少数民族地域の社会構造が変わっていけば、民族政策が変化し始める可能性は否定できないといえる。
