Title:	TPP 日米農産物マーケットアクセス交渉の研究―日本農産物市場開放戦略―

Abstract:	2016 年 2 月に 12 ヶ国が TPP 協定に署名した。その協定によると、日本の商品マーケットアクセスを示す自由化比率は 95%（9,321 課税項目）、農林水産品の自由化比率は 82%（ 2,594 課税項目）である。とりわけ、米、小麦、砂糖、牛肉と豚肉、乳製品等五大重要農産物の自由化率は 29%にとどまる。高い自由化水準を標榜する TPP 交渉において、何故日本はこのような結果を得られたのか。日米農産物市場アクセス交渉の合意は、 TPP 商品市場アクセス交渉の合意を達成する礎である。本研究は TPP 日米農産物市場開放交渉の経過と合意の内容を分析し、三つの日本商品市場開放戦略、五つの日本農産物市場開放戦略をまとめ、そしてその政策的な意味合いと、台湾に対するインプリケーションを探った。
