Title:	日豪同盟の幻影―豪州における「そうりゅう」型潜水艦輸入論争―

Abstract:	2016 年 4 月、豪州政府は同海軍通常型潜水艦後継艦として、従来有力とされてきた日本の「そうりゅう」型潜水艦ではなく、フランスの「バラクーダ（ Barracuda）」型潜水艦を選定した。前者が選択されていた場合、覇権国である米国との同盟を介しての緊密な軍事行政上の協力関係に過ぎなかった日豪軍事関係が主要装備の輸出入を通じた軍事作戦上の協力・連携を含む関係に転化する契機となる可能性が極めて高かった。そこで先ず、同盟との差異を踏まえながら、どのような条件の下で準同盟（ quasi-alliance）が機能するのか、基本的な概念的、理論的考察を行う。次に、この概念的、理論的理解に基づいて、近年の日豪安全保障・軍事協力関係の拡大と深化の特徴を一連の日豪二国間協定・文書等から分析する。この分析によって、日豪軍事関係における限界の主要因と特徴を把握する。さらに、こうした限界を念頭に、豪州の代表的な安全保障・戦略論分野のシンクタンクの一つであるローウィー研究所による政策評論を中心に展開された議論を分析することによって、豪政府が日豪準同盟を拒否した戦略思考の背景と論理を考察し、近未来の日豪安全保障・軍事協力関係を展望する。
